Quick answer: entry permission for Dubai is governed at UAE federal level. GDRFA Dubai handles Dubai-filed applications and status checks; ICP handles federal and other-emirate routes. Which authority applies depends on where and how your application was filed - not on where you plan to stay.

Four ways travellers enter Dubai

“Dubai visa” is useful search language, but there is no universal Dubai form or fee. Your passport, residence and route decide which of these pathways applies.

PATHWAY A

Visa-free or on arrival

Many passports get entry stamped at the border with no advance application. Check yours before assuming.

Tourist visa in advance

Applied for before travel through an airline, hotel, agency or sponsor. 30-day, 60-day and multi-entry options.

Transit visa

48-hour and 96-hour permits for stopovers, sponsored through the airline you fly with.

GCC citizens & residents

GCC citizens travel freely; GCC residents follow a separate entry-permit route with its own conditions.

Dubai Visa Process is written for travellers worldwide. We do not assume that a visitor lives in the United Kingdom, United States or any other market. The important starting document is the passport or travel document that will be presented at the UAE border.

Country of residence can still matter when a specific rule recognises a qualifying residence permit or visa. In that case, we keep citizenship, passport class, residence status and supporting document separate. This prevents a common error: applying a rule for citizens to every resident of that country.

A critical distinction

GDRFA or ICP?

For a Dubai application, the official status route is GDRFA Dubai. The UAE Government directs applications and validity checks for Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah to ICP.

An airline or travel provider may also have its own order tracker. That shows the provider’s workflow; the issuing authority remains the source for immigration status.
