Residence comparison
Freelance visa vs Green Visa in Dubai: process and costs
Freelance visa is mostly sales language. Green residence is a published five-year, self-sponsored framework with distinct skilled-worker, self-employment and investor tests. Compare permits and evidence, not logos.
This page does not cover: a personal eligibility decision, a licence recommendation, or a claim that buying a desk equals residence.
Start with the words sellers blur
A freelance permit, a free-zone freelance licence, a mainland professional licence, Green self-employment residence, Green skilled-worker residence and virtual work residence are different objects. A farm of landing pages will call all of them a freelance visa.
Dubai’s official city portal, checked on 9 September 2026 and used again for this comparison on 14 September 2026, says Green residence can allow an eligible investor or partner, high-skilled worker, or self-employed person to reside in Dubai for up to five years without an ordinary sponsor. That sentence describes residence sponsorship. It does not erase the permit or licence the category still requires.
If you will work for a UAE employer as a staff member, the ordinary work-residence route or the Green skilled-worker test may be relevant. If you will work for an organisation outside the UAE, virtual work residence may be relevant. If you will invoice clients from Dubai, you need the licensing conversation and the Green self-employment conversation, in that order.
Side-by-side anatomy
| Question | Marketed freelance visa | Green self-employment | Green skilled worker |
|---|---|---|---|
| Legal object | Often a trade or freelance licence plus an unnamed immigration promise | MOHRE self-employment permit plus published education and income tests, then Green residence | Approved high-skilled UAE employment, occupational levels 1 to 3, degree and salary test, then Green residence |
| Who sponsors residence | Whatever the seller later names, if anything | Self-sponsored on the published Green terms | Self-sponsored on the published Green terms |
| Duration you should verify | Whatever is printed on the actual residence, not the brochure | Up to five years, renewable on the grant conditions | Up to five years, renewable on the grant conditions |
| Work you may do | Only the licensed activity, if a licence exists | Approved self-employment, not every client idea | The approved skilled employment, not a side business by default |
| Typical first blocker | Licence sold without a named immigration service | Two-year income evidence and the MOHRE permit | Occupational classification and the approved contract |
GDRFA’s current Green self-employment wording includes annual self-employment income of at least AED 360,000 for each of the previous two years, plus evidence of financial stability. GDRFA’s skilled-worker wording includes a monthly salary of at least AED 15,000 or equivalent. Confirm both on the live service pages before you treat them as your facts.
Cost anatomy instead of one mysterious total
Ask every quote to split government fees from commercial fees. Current GDRFA Green entry-visa pages list an AED 200 work-visa line plus VAT, Knowledge and Innovation Dirhams, and an in-country charge where it applies. Those lines are not a five-year total.
Add, as separate rows: licensing or MOHRE permit fees, establishment or flexi-desk charges, medical fitness, Emirates ID, residence issuance, insurance, dependants, centre fees, document legalisation, and the adviser’s own fee. Company and VAT registrations belong on a business sheet, not hidden inside a visa total.
Virtual work residence uses a different fee table and a one-year term. Standard employer-sponsored residence uses the employer’s process. Do not compare a licence invoice with a government service fee and call one cheaper.
| Cost bucket | Put it on this line | Common seller trick |
|---|---|---|
| Immigration service | Named GDRFA or ICP service and the receipt you will receive | One number labelled visa |
| Permission to work or trade | MOHRE permit or the actual trade licence | Calling a desk contract a visa |
| Identity and medical | Fitness test and Emirates ID | Promising they are included without a receipt |
| Insurance | A policy schedule for UAE residence | A travel policy sold as resident cover |
| Advice | The consultant’s scope and refund terms | Payment to a personal account |
Process anatomy
- Write down whether the work is UAE employment, UAE self-employment, or overseas remote employment.
- Open the matching official page: Green skilled, Green self-employment, Green investor, virtual work, or ordinary work residence.
- Obtain the prerequisite permit, approved contract, licence or overseas employment evidence before any immigration upload.
- Do not cancel existing residence because a seller wants a clean file.
- Submit through the verified digital or Amer channel named on the service page.
- Complete medical, identity and residence steps in the issued order.
- Calendar a yearly check that the job, income, permit or licence still matches the grant.
When the freelance pitch is the wrong object
- The seller cannot name the Green category or official service URL.
- The portfolio is offered instead of the MOHRE permit and the two-year income test.
- A free-zone licence is treated as automatic residence.
- You are joining a UAE employer and should be on an employment route.
- You will remain employed only by a company outside the UAE.
- Approval, a bank account or a fixed badge-collection date is guaranteed.
- Existing residence must be cancelled before the prerequisite permit exists.
Nearby routes people mix into this comparison
Virtual work residence is a renewable one-year, self-sponsored Dubai service for remote work performed for an organisation outside the UAE, with a published monthly income test. It is not a freelance licence.
Golden residence uses different investor, entrepreneur and talent tests and can last five or ten years. It is not a shortcut around Green evidence.
Ordinary work residence remains the default when a UAE employer will sponsor the job. Green skilled-worker residence is the self-sponsored variant for people who already meet that category’s classification and salary tests.
Use the toolkit after you can name the service
Read the Green visa guide for the three official categories and the remote work guide if the employer sits outside the UAE. Tick remaining tasks in the move checklist and test cash in the cost calculator.
Move Planner Pro is optional organisation. It does not file a permit or replace GDRFA, ICP or MOHRE.
