Five-year residence

Dubai Green visa: skilled, freelance and investor routes

Green residence is a renewable five-year, self-sponsored framework for specified skilled workers, freelancers or self-employed people, and investors or business partners. Each category has a different test, so there is no safe generic Green visa checklist.

This page does not cover: assuming every skilled job, freelance permit or company purchase qualifies, or starting UAE work without the permission and licence required for that activity.

Green residence is three routes, not one

Dubai's official city portal says Green residence can allow an eligible commercial project investor or partner, high-skilled worker, or self-employed person to reside in Dubai for up to five years without an ordinary sponsor or employer. It is renewable on the conditions that applied when it was granted.

The no-employer point describes residence sponsorship. It does not erase the work permit, approved employment contract, self-employment permit, trade licence or competent-authority approval that the selected category requires. Residence and permission to perform the activity must be checked together.

Start by choosing a category from real evidence. A high salary without the right occupational classification is not the complete skilled-worker test. A freelance portfolio without the required permit and education or financial evidence is not the complete self-employment test. A company sale is not the same as competent-authority approval.

Category rules and service implementation can change. Use the GDRFA page for the category you will apply under, not one combined marketing checklist.

Skilled-worker route

The current GDRFA entry-visa service says the applicant needs a high-level skilled-worker permit from MOHRE under an approved employment contract, or qualifying evidence from a government, semi-government or free-zone facility. It limits the occupational category to levels 1, 2 and 3 under the MOHRE classification.

The page also requires a bachelor's degree or equivalent and a salary of at least AED 15,000 a month or foreign-currency equivalent. Check how salary is recorded in the approved contract. Do not assume allowances, bonus or an informal offer will be treated exactly like the monthly salary shown in the official record.

GDRFA warns current residents not to cancel an existing residence before obtaining the Green skilled-worker permit issued by MOHRE. Follow the live sequence for your case and get the responsible employer or authority to confirm each dependency in writing.

Freelance and self-employment route

The current Dubai service begins with a self-employment permit from MOHRE. It then states a minimum education level of a bachelor's degree, specialised diploma or equivalent. A commercial freelance licence sold by another authority should not automatically be treated as the same permit without confirmation.

The applicant must also meet the published financial conditions. GDRFA states that the applicant must prove financial stability throughout the stay and annual self-employment income of at least AED 360,000 for each of the previous two years. Ask the authority what evidence it accepts for both parts of that test.

This route concerns immigration and permission connected with self-employment. It does not settle entity choice, business licensing for every activity, VAT, corporate tax, client contracts or whether work creates obligations in another country. Map those questions before moving the business.

Investor or partner route

The current GDRFA residence service asks for a personal photograph, passport copy, partnership or memorandum of association or investment contract, and trade licence. Its terms require competent-authority approval and authorisation for the applicant to practise the activity.

Do not buy a company solely from a statement that it includes a Green visa. Confirm the legal entity, ownership percentage, licensed activities, office requirement, establishment and immigration records, bank-account prospects, annual renewal charges, tax registrations and exit procedure.

Ask which official approval is still outstanding after the company or partnership document is issued. A trade licence, immigration entry step, residence permit and Emirates ID are connected but separate outputs. Pay only against a written scope that names them.

Entry visa and residence are different stages

The skilled and self-employment GDRFA pages describe a 60-day entry visa used to enter the UAE and complete the processes necessary for Green residence. That 60-day process window is not the five-year residence itself.

Someone already in the UAE may follow an authorised in-country sequence with different charges and dependencies. Do not assume that leaving and re-entering is required, or that a pending Green application extends an existing status. Use the instructions issued for the case.

Residence issuance can involve medical fitness, Emirates ID and insurance evidence. Check every receipt and issued record for the correct category, employer or activity details where recorded, passport information and dates.

Fees and timing

The current GDRFA skilled and self-employment entry-visa pages list an AED 200 work visa fee plus 5% VAT. They also list AED 10 Knowledge Dirham, AED 10 Innovation Dirham and an AED 500 in-country fee where applicable, while warning that the total can vary with the applicant's circumstances.

Those are not the complete five-year cost. Ask for entry or status charges, permit or licence fees, residence issuance, medical fitness, Emirates ID, insurance, centre fees, dependants and annual business or employment compliance separately. The investor route can have substantial company costs that do not appear on an immigration fee line.

The service pages show an expected completion time of 48 hours after requirements are complete. MOHRE permits, qualification evidence, company records, medical steps and requests for further information have their own timing. Keep temporary housing and avoid non-refundable commitments tied to a seller's promised date.

Application plan

  1. Choose skilled worker, self-employment, or investor or partner from your actual employment and ownership facts.
  2. Open that category's current GDRFA service and record every condition, required document and responsible authority.
  3. Obtain the MOHRE permit, approved contract, qualification evidence, income evidence, company approval or licence required before the immigration step.
  4. Do not cancel current residence or employment permission until the live official sequence says it is safe to do so.
  5. Request an itemised government and commercial fee schedule, including renewals and dependants.
  6. Submit through the verified channel and keep the official reference private.
  7. Complete medical, identity and residence steps in the order issued.
  8. Review the final records and calendar a yearly check that the qualifying employment, income, permit, licence or investment still meets the rule.

Family, tax and contingency

The official Dubai overview lists family sponsorship as a Green residence benefit. Each dependant still needs the current relationship, passport, insurance, medical and residence process that applies. Plan the family file alongside, not after, the main application.

A self-sponsored visa does not answer tax. Employees should review payroll and duties. Freelancers and investors should review licensing, corporate tax, VAT and obligations in countries where clients, management, assets or tax residence remain. Keep residence advice and tax advice in separate written scopes.

Plan for loss of the qualifying job, permit, income, investment or licence. Ask what must be reported, whether the residence can continue, and how much time the household has to change status or leave. Do not wait for renewal to discover that the legal basis ended earlier.

Reasons not to pay yet

  • The seller will not name the Green category or official service.
  • The skilled-worker pitch ignores occupational classification, degree or approved-contract requirements.
  • The self-employment pitch relies on a portfolio but cannot identify the MOHRE permit or financial test.
  • The investor package treats company purchase as automatic immigration approval.
  • Existing residence must be cancelled before the prerequisite permit is confirmed.
  • Government and company costs are mixed into one unexplained total.
  • Approval, a bank account or a fixed completion date is guaranteed.
  • Sensitive qualification, bank or company documents are requested through an unverified personal account.
