Dubai visa for Filipino citizens: two-path check

A Philippine ordinary passport is not, by itself, a visa-free document for the UAE. UAE authorities describe a conditional 14-day or 60-day visa on arrival when the traveller also holds a named foreign residence permit. Everyone else should investigate an advance tourist visa.

This page does not cover: treating a foreign visa label as automatic admission, work or residence, or relying on an airline rumour instead of the live official list.

Start with two possible paths

PathWhen the official UAE notice is relevantRequired action
Conditional visa on arrivalYou hold an ordinary Philippine passport and a valid residence permit from a country named in the current UAE announcementMatch the exact document type, remaining validity and family rules, then expect an immigration decision
Prearranged tourist visaYou do not hold that qualifying residence, or you cannot confirm itUse an eligible airline, hotel, licensed agent or authority channel before travel

Do not shorten this to 'OFW' or 'US visa holder'. The UAE Ministry of Foreign Affairs text we checked on 11 September 2026 is about ordinary passports plus listed foreign residence permits, together with accompanying family members who also meet the rule.

What the 25 June 2026 UAE notice says

The UAE Ministry of Foreign Affairs announced that, from 25 June 2026, ordinary passport holders from six countries, including the Philippines, plus accompanying family members, may obtain a 14-day or 60-day visa on arrival if they hold a valid residence permit issued by the United States, a European Union member state, the United Kingdom, Singapore, Japan, the Republic of Korea, Australia, New Zealand or Canada.

ICP's clarification on that notice says the 14-day visa may be extended once inside the UAE, while the 60-day visa is a single stay and is not extendable. After either permission ends, the holder must leave. An overstay fine of AED 50 a day is stated for remaining beyond the permitted period. The same ICP text states a total issuance fee of AED 100 for the 14-day visa and AED 250 for the 60-day visa.

Admission remains an immigration decision. A qualifying residence card does not guarantee boarding or entry. Airlines can apply their own reading of the same rule.

What this page will not invent

  • A fee copied from an airline blog. Use the AED 100 and AED 250 totals on the cited ICP notice, then confirm the live airport or service screen.
  • A claim that every US, UK or EU visa, as opposed to residence, is enough. The UAE notice we cite names residence permits. If a later official page adds visas, use that later page.
  • A promise that an online ICP request is identical to an airport arrival visa.
  • Work rights, job-seeker rights or a residence conversion attached to the visitor permission.

If you need an advance tourist visa

Use a channel you can identify: a UAE airline visa desk, a licensed hotel or travel agent, or the official GDRFA or ICP service that applies. Record the legal operator, the exact visa product, the itemised price and where status will be checked.

Reconcile the provider document list with the current official service. Typical files include a passport copy, photograph and whatever extra identity or booking evidence the handler currently names. Do not upload scans to this website.

A safe verification sequence

  1. Open the current UAE eligibility page and the Ministry of Foreign Affairs notice, not a forwarded screenshot.
  2. Write down the exact foreign residence document, issuing country, issue date and expiry.
  3. Ask the operating airline whether it will board on that combination today.
  4. If the exception is missing or unclear, arrange advance permission through a verified channel.
  5. Keep government fee, VAT and provider charge separate before paying.
  6. Track through the authority that issued the reference, not only the agent's order page.
