Visa on arrival is an eligibility outcome checked at travel and the border. A prearranged visa is applied for before travel through an eligible route. Neither label is universal across passports.

Why residence is not citizenship
A person living in the UK may hold an Indian passport; a person holding a US visa may not meet every remaining-validity condition in an arrival exception. Search results often collapse these separate facts.
Check the ordinary/diplomatic/service passport scope and the exact supporting document. The operating airline may require evidence before it allows boarding.

- The passport used for the eligibility check.
- Any qualifying visa or residence document in its required form.
- Onward/return travel and accommodation evidence where requested.
- Issued advance permission where the prearranged route applies.
- A current official source or provider confirmation for a conditional case.
A safe rule
If you cannot confirm every condition for an arrival route, do not treat a commercial eligibility widget as approval. Ask the airline and the competent UAE authority before travelling or buying an alternative product.
